It doesn't really matter 'why' this person believes that God is protecting her and harming you. That is what she believes and you may never change that. What you need to look at is you, and what you believe. Your question here is focused on why another person is doing something, yet you say you are experiencing tragic things in your life. I feel it would be more helpful for you to not worry about the other and perhaps seek support for yourself. That way, this other person may not have such an impact on you. We all go through tough times in our lives and sometimes little irritating things, such as your co-workers comments turn into huge irritations. Ask yourself if you are being too sensitive, and take time out for yourself, time to ponder on your life and what is happening. Take time out to care for you, ask yourself what you need right now.
